. reinventing michigan, let me just zero in on one city in your state, detroit, 18.9% unemployment which is absolutely deplorable for the people of detroit. what do you intend to do or what can you do? what can the state do to try to help the city? one city council men last night said as a quid pro quo she wants the president to bail them out. what do you plan to do about detroit? >> we are going to continue working with the city. we did a consent agreement with them earlier this year that called for a number of actions to happen because we do need better services for the citizens of detroit. they deserve it. and we need to achieve results. the problem is the mayor and the city council haven't been able to get on the same page. we are going through the process now of saying if they don't get it done, we are going to start a review, hopefully next week, that will go on for 30 days to say if it doesn't get done, there are other actions, including emergency managers that we should be considering for detroit. so i'm clearly encouraging the city and the mayor to get these issues on the table,

music ♪] >> jennifer: let's start tonight in flint michigan. the city about an hour north of detroit. this is my map of michigan and it's a place with a long list of dubious distinctions. it has the highest crime rate of any michigan city the highest number of abandoned properties in the nation and last year it was the number one most violent city in the country. it also is one of the poorest cities. compare that to michigan overall which is at 16%, the 14% is the national figure. it is a sad picture, even more so because of flint's history as the center of the american manufacturing industry. it's the birthplace of this country's labor movement. in 1960, flint was michigan's second largest city 200,000 people. it also had a vibrant middle class, it's public school system was a model for the nation and that was due in large part to the strength of its labor unions and the large number of manufacturing workers living in flint. they took over a factory and they didn't leave until they reached a deal with management. workers occupied several general motor's plants. n

to core respond with news accounts from the city. foxess conor powell is covering syria live from our mideast bureau. what is the latest. >> reporter: as part of this sur push to topple the bashar al-assad we've seen heavy fighting in damascus, particularly around the airport. rebels are focusing in on that area. in the past three or four days we've seen all international flights in and out of the airport canceled. rebels have issued a warning saying civilians should leave the area. they've declared it a military zone. if rebels do take that airport it would be a major defeat for the bashar al-assad. it would cut off an important supply line for the bashar al-assad regime which relies on that airport to get supplies in and out. there are reports the rebels have gained access to heavy syrian tanks and other heavy weapons. much of the fighting is street to street, block to block, house to house, urban combat at its worst. hillary clinton says the events in syria are accelerating, and both sides are talking about some way to try to find some type of resolution to this war in syria that h

free. bob in rapid city, south dakota, republican caller. caller: whee are a right-to- work state. in the past week we had an article in the newspaper that we are 16th in the nation in income. we averaged 44,000. where is the nation averages 41,000. so it's just not true that a right-to-work state means lower income. our unemployment rate is around 5% or 5.2. host: 4.5%, according to this washington times piece this morning. caller: our union membership in the state is 5.6%. so it is not very high. we have three of the poorest counties in the country, and south dakota, also. those are primarily indian reservations. without those numbers pulling the numbers down, we would be even higher than that. desk because you are a right-to- work state does not mean you are giving up anything in the labor force. -- just because. host: in north dakota the natural gas and oil industry has really boomed in the last few years. is that the case in south dakota? caller: we get a little bit of that, particularly in western south dakota, because it flows into the northwestern part of the state. we are
